By June 22, 1775, the Second Continental Congress saw they had neither the power to levy and collect taxes from it's citizens nor the ability to secure funds from foreign investors or governments. After the Battle of Bunker Hill (discussed in my June 12, 2026 ANP Article), Congress issued bills and employed 28 citizens of Philadelphia to sign and number the $2 million in currency they printed to finance the rebellion.
On July 29, 1775, the Second Continental Congress decided there was a need for someone to administer the new government's finances, so they assigned George Clymer (discussed in my August 27, 2025 ANP Article) and Michael Hillegas to be co-treasurers of the new government's funds. Each state of the union was required to contribute to the national treasury.
On February 17, 1776, Congress created a committee to superintend the Treasury. The committee consisted of 5 members and their job was to settle accounts and report on the status of funds to Congress.
On April 1, 1776, the Treasury Office of Accounts was created. The purpose of this office was to facilitate settlement of claims and to keep government financial records.
On July 4, 1776, with the signing of the Declaration of Independence (discussed in my August 24, 2025 ANP Article) our newly formed sovereign nation was able to borrow money from foreign countries.
On May 14, 1777, Michael Hillegas was named the first official Treasurer of the US. The Treasury underwent 3 official transformations between 1778 and 1781. And the US experienced rapid devaluation of the currency it issued.
On September 2, 1789, the Department of the Treasury was formed by the First US Congress (Chapter 12, 1 Statute 65) for the purpose of managing government revenue.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there shall be a Department of Treasury, in which shall be the following officers, namely: a Secretary of the Treasury, to be deemed head of the department; a Comptroller, an Auditor, a Treasurer, a Register, and an Assistant to the Secretary of the Treasury, which assistant shall be appointed by the said Secretary.
Statute 1 went on to explain the duties of the new Department of the Treasury and it's appointed Secretary in section 2, duties of the Comptroller in section 3, duties of the Treasurer in section 4, duties of the auditor in sections 5 & 6. Section 7 covers what happens when the Secretary is unable to fulfill the position (either because they were removed by the President of the US, or any other reason for not fulfilling the position) assigning the Assistant to the Secretary of the Treasury as acting Secretary until such time as the position is filled. Section 8 then prohibits the Secretary from being personally involved in any trade or commerce, buying or selling public securities, or engaging in any other personal business activities influenced by the position of Secretary of the Treasury. [Too bad they did not put similar constraints upon the members of Congress!]
The Treasury executes currency circulation in the domestic fiscal system, collects all federal taxes through the Internal Revenue Service, manages U.S. government debt, licenses and supervises banks and thrift institutions. The Treasury Department also oversees the Bureau of Engraving and Printing (creation of paper currency) and the US Mint (creation of coins); advises on domestic and international financial, monetary, economic, trade, and tax policy; enforces federal finance and tax laws; investigates and prosecutes tax evaders; and publishes statistical reports. Prior to the creation of the National Institute of Standards and Technology in 1901, the Treasury also had the responsibility of overseeing weights and measures.
The Treasury consists of 2 major components: departmental offices (policy formation & overall management of the department) and operating bureaus (tasked with carrying out the duties of the department). Bureaus controlled by the Treasury are: Alcohol and Tobacco Tax and Trade Bureau, Bureau of Engraving and Printing, Bureau of the Fiscal Service (public dept), Community Development Financial Institution (focusing on distressed urban and rural communities), Financial Crimes Enforcement Network (FinCEN), Inspector General (prevent and detect fraud and abuse), Treasury Inspector general for Tax Administration (TIGTA), Internal Revenue Service (IRS), Office of the Comptroller of the Currency, and the US Mint.
The Secretary of the Treasury is 4th in the line of succession to the US Presidency.
On September 11, 1789, Alexander Hamilton had the honor of being the first Secretary of the Treasury when he was appointed by President George Washington and sworn in to the position.
On January 27, 2025, PN11-1 - Scott Bessent - Department of the Treasury, received from the President on January 20, 2025, was confirmed in Vote record # 19 a yea-nay vote 68 (52 Republicans, 15 Democrats, and 1 Independent) to 29 (28 Democrats and 1 Independent) with 3 members not voting (1 Republican and 2 Democrats).
On January 28, 2025, Scott K H Bessent was sworn in as the 79th Secretary of the Treasury.
On September 8, 2026, President Trump signed EO Adjusting Certain Delegations Under the Defense Production Act which now authorizes both the Secretary of Energy and the Secretary of the Interior to exercise their authority independently for energy forms under their department's purview.
On September 8, 2026, president Trump signed a series of 5 proclamations regarding discrimination by Canada against US exporters and assigning an additional tariffs on Canadian imports. President Trump has implemented a simple policy: No Reciprocity - No Access:
- Excluding Certain Canadian Products from Importation into the United States in Response to Continued Discrimination Against the Commerce of the United States with Respect to Motor Vehicles 50% tariff as on September 29, 2026.
- Modifying the Scope of Products of Canada Subject to the Additional Duties Imposed to Offset Canadian Discrimination Against the Commerce of the United States with Respect to Alcoholic Beverages 50% tariff effective September 15, 2026. One impact of this tariff increase is that Canadian beer producer Sapporo is moving their production to the US.
- Excluding Certain Canadian Products from Importation into the United States in Response to Continued Discrimination Against the Commerce of the United States with Respect to Dairy sets forth certain products to be exempt from new tariffs whey protein concentrates, modified whey, fluid whey, invert molasses, cane molasses, and non-alcoholic beer after September 29, 2026 (so take a look at the list and if there is anything on that list you normally buy, you might want to stock up on those products now).
- Excluding Certain Canadian Alcoholic Beverages from Importation into the United States in Response to Continued Discrimination Against the Commerce of the United States with Respect to Alcoholic Beverages bans the importation of those products listed in the annex including beer made from malt, sparkling grape wine, vermouth, cider, prune wine, rice wine, brandy, whiskies, rum, tafia, vodka, bitters, Tequila (I thought this came primarily from Mexico?), Mezcal (I thought this, too, primarily comes from Mexico), and spirits nesoi among other products after September 29, 2026 (so take a look at the list and if there is anything on the list you normally buy, you might want to stock up on those products now).
- Modifying the Scope of Products of Canada Subject to the Additional Duties Imposed to Offset Canadian Discrimination Against the United States with Respect to Motor Vehicles imposes a 50% tariff on the products in Annex I Part A effective September 15, 2026.
The accompanying Fact Sheet President Donald J. Trump Responds to Canada’s Retaliation explains that these proclamations are created to counter Canada's latest retaliation against US exports with a goal of protecting American workers and ensuring fair trade.
On September 8, 2026, President Trump signed EO Accelerating Access To Veterans’ Benefits And Employment Opportunities directs the Secretaries of War and Veterans Affairs to swiftly share official military personnel files of those applying for Veterans care. It tasks the departments to create and deploy new digital tools using artificial intelligence to streamline benefits access to include job opportunities offered by the Department of Labor. The records of each service member will be made available by the Department of War to the Department of Veterans Affairs immediately upon the service member's discharge or release from the Armed Forces.
The accompanying Fact Sheet President Donald J. Trump Accelerates Veterans’ Access to Benefits and Employment Opportunities explains the purpose of this EO is to expand access and create opportunity for Veterans newly released or discharged from the Armed Forces though removing antiquated system barriers to aggressively deliver life-changing support and benefits to those Veterans who apply to the VA (X post).

The purpose of the bill is to authorize the National Medal of Honor Museum Foundation to establish a commemorative work on the National Mall to honor the extraordinary acts of valor, selfless service, and sacrifice displayed by Medal of Honor Recipients. HR1276 - To remove restrictions from a parcel of land in Paducah, Kentucky was introduced by James Comer (R-KY-1) on February 13, 2025. The bill had no cosponsors. The bill is summarized as follows:
This bill directs the Department of the Interior to remove all deed restrictions from approximately 3.62 acres located at 2956 Park Avenue, on the Paducah Memorial Army Reserve Center in Paducah, Kentucky. The restrictions include easements, exceptions, reservations, terms, conditions, and covenants described in the quitclaim deed that was executed on April 27, 2012. The deed conveyed land from Interior to the City of Paducah, Kentucky.
HR2069 - Stop Secret Spending Act of 2025 was introduced by Barry Moore (R-AL-1) on March 11, 2025 to amend the Federal Funding Accountability and Transparency Act of 2006 to ensure that other transaction agreements are reported to USAspending.gov, and for other purposes. The bill had 3 cosponsors (1 GOP and 2 Democrats). The bill is summarized as follows:
This bill expands a requirement for federal agencies to report expenditures on the USAspending.gov website to include other transaction agreement expenditures. (Other transaction agreements, or OTAs, are contractual instruments other than standard procurement contracts, grants, or cooperative agreements; they are exempt from many federal procurement laws and regulations). Under current law, federal agencies must report expenditures on federal awards to USAspending.gov with the term federal award defined as federal grants, loans, cooperative agreements, contracts, and certain other types of expenditures. This bill expands the definition of federal award to include expenditures under OTAs, and therefore such expenditures must be included on the USAspending.gov website. The Department of the Treasury must ensure that data relating to OTAs are automatically transmitted to the website and a centralized view of this data is available on the website. Treasury must also annually post on the USAspending.gov website a report that includes (1) the total amount of federal spending on federal awards for which data has not been posted on the website, and (2) the reason why such spending data was not posted. For 10 years after enactment, the Office of Inspector General of specified federal agencies must periodically submit to Congress and make publicly available a report assessing the agency's spending data and use of data standards.

HR5366 - Doug LaMalfa Federal Disaster Tax Relief Certainty Act was introduced by W Gregory Steube on September 15, 2025 to amend the Internal Revenue Code of 1986 to codify and extend the rules for personal casualty losses arising from major disasters and the rules for the exclusion from gross income of compensation for losses or damages resulting from certain wildfires. The Bill had 14 cosponsors (6 GOP and 8 Democrat). The bill is summarized as follows:
This bill extends the federal tax deduction for qualified disaster-related personal casualty losses and the exclusion from gross income of qualified wildfire relief payments. Under current law, unreimbursed personal casualty losses arising in a qualified disaster area (qualified disaster-related personal casualty losses) are deductible (as an itemized tax deduction or as part of the standard tax deduction) if such losses exceed $500 per casualty. A qualified disaster area is an area with respect to which a major disaster has been declared during the period beginning in 2020 and ending 60 days after July 4, 2025, if the incident period begins on or after December 28, 2019, and on or before July 4, 2025. The bill extends the federal tax deduction for qualified disaster-related personal casualty losses by defining a qualified disaster area as an area with respect to which a major disaster has been declared if the incident period begins on or after December 28, 2019, and before January 1, 2027. The bill provides that the exclusion from gross income of qualified wildfire relief payments applies to such payments attributable to forest or range fires declared a federal disaster after 2014 and before 2027, regardless of when such payments are received. (Currently, qualified wildfire relief payments attributable to forest or range fires declared a federal disaster after 2014 and received after 2019 and before 2026 may be excluded from gross income.) The bill also provides statutory authority for several related tax rules.

On September 7, 2026, President Trump signed the proclamation Labor Day, 2026 (last discussed in my August 29, 2025 ANP Article) recognizing the hard work, strength, genius, craftmanship, resilience, dedication, and unwavering commitment of the American workers. President Trump writes:
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim September 7, 2026, as Labor Day. I call upon all public officials and people of the United States to observe this day with appropriate programs, ceremonies, and activities that honor the contributions and resilience of working Americans.
On September 10, 2025, President Trump honored the life of Charlie Kirk (discussed in my September 11, 2025, September 13, 2025, September 15, 2025, September 16, 2025, September 20, 2025, September 23, 2025, and October 15, 2025 ANP Articles) who was assassinated by an accused assassin who is currently sitting in a courtroom having pled 'not guilty' to Charlie's murder. I remind everyone here that even though October 14 is the National day of Remembrance for Charlie Kirk, I want to recognize the day Charlie was assassinated (one year ago on September 9, 2025) because that was a day that changed the view of many. A judge determined that the trial for the accused assassin will continue and prosecutors have charged the accused assassin with aggravated murder which makes him eligible for the death penalty.
On September 8, 2026, the White House published the release President Trump Honors 9/11 Heroes and Renews America’s Vow to Never Forget as he stood with Gold Star families and the Tunnel to Towers Foundation in honoring those first responders who ran towards the fire on 9/11/2001 next to a 21-foot steel beam recovered and is now on tour with the Steel Across America tour.
On September 9, 2026, President Trump signed the proclamation Patriot Day 2026, The 25th Anniversary of the September 11 Terrorist Attacks (last discussed in my September 12, 2025 ANP Article) pointing out that there is an entire generation that has no living memory of the events on 9/11/2001. He calls for everyone to teach and honor this day from parents to school teachers to employers. In just over 2 hours, 2,977 innocent people perished from the terror set loose on American soil that day. But, in the hours and days after, Americans both mourned and prayed and resolved that terrorists would not break our spirit. We stand united against all forms of terror from the events of 9/11 to the socialist communists taking over the democrat party. By a joint resolution approved December 18, 2001 (Public Law 107-89), the Congress designated September 11 of each year as “Patriot Day.” President Trump writes:
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim September 11, 2026, as Patriot Day, 2026. I call upon all departments, agencies, and instrumentalities of the United States to display the Flag of the United States at half-staff in honor of the 2,977 victims of the attacks of September 11, 2001. On September 11, 2026, the White House published the Presidential Message on Rosh Hashanah (last discussed in my September 23, 2025 ANP Article) with President and Mrs Trump sending greetings to the entire Jewish community on this first day of the High Holy Days in the Jewish religion. President Trump writes:
My Administration reaffirms our steadfast commitment to ushering in a historic renewal of faith across our country, eliminating the scourge of anti-Semitism, and defending the sacred right of religious liberty for every single American. May you be inscribed in the Book of Life. Wishing you a Happy, Healthy, and Sweet New Year!
On September 8, 1781, the Battle of Eutaw Springs, South Carolina, was fought. This battle was the last major battle in South Carolina for Independence. The opposing forces were pretty evenly matched with the British having 2,000 troops and the Patriots having 2,200 troops. When the battle was over, the British counted 85 killed, 297 wounded, and 70 captured; whereas the Patriots counted 119 killed, 382 wounded, 60 captured, and 18 missing. Heavy rains prevented the continuation of the battle the next day. The British withdrew to Charleston. While the British technically won the tactical victory they lost in strategy. They were unable to stop the Patriots from protecting the south, forcing the British to move northward. The more than 18 acre site of this battle is now the Eutaw Springs Battleground Park and the site added to the National Register of Historic Places in 1970.
The South Carolina State Song, adopted in 1911, contains a reference to this battle "point to Eutaw's battle bed" in the 2nd stanza. I wonder how many people living in South Carolina 1) know their State Song and 2) understand that Eutaw's battle bed refers to the Battle of Eutaw Springs.
On September 3, 2026, President Trump signed an Executive Grant of Clemency granting a full and unconditional pardon to Patrick Tate Adamiak. Patrick was sentenced to a 20-year term when a federal jury convicted him of receiving, possessing, and transferring unregistered machine guns and possessing unregistered destructive devices in the lawsuit US [Autopen's ATF] v Adamiak, docket 2:22-cr-47. What the lawsuit did not address was the fact that the items in Patrick's possession were inoperable and/or inert. Patrick is one of 4 people the autopen administration wrongly prosecuted on federal weapons charges and President Trump has subsequently pardoned. The other 3 were George Peterson, Jeremy Kettler, and Shane Cox.

On September 10, 2026, the White House published the Fact Sheet President Donald J. Trump Announces the Working Families Obamacare Refunds with $500 refunds to nearly 1 million Americans in 30 states due to the gross mismanagement of Obamacare by the Autopen Administration. Eligible Americans will start receiving checks in October 2026. This refund is part of the Trump Administration's efforts to lower healthcare costs and give the money back to the people rather than to insurance companies.
On September 10, 2026, the White House published the release Trump Dividend: America Is Winning — and Americans Should Win With It stating that President Trump plans to provide every adult American Citizen a dividend check of $5,000 provided that Congress keeps a GOP majority after the mid-terms as a GOP Congress will (hopefully) support the dividend check the same way they supported the One Big Beautiful Bill last year. If the Democratic Socialists, (aka communists) that have taken over the democrat party win the Congress, expect them to fight against everything We The People want to have accomplished. So, when you vote for your Congressional Representatives and Senators, remember to check their record (for the incumbents) or look for President Trump's 'seal of approval' on non-incumbent candidates when you prepare to vote.
On September 9, 2026, the White House published the release President Trump Delivers Historic Results for the American People in Under Two Years, turning the disaster he inherited from the Autopen years into a safer and more prosperous world with shutting down the border, deporting criminal illegal aliens, helping communities to lower crime, unleashing American energy, getting the largest tax cut bill passed, changed government focus from DEI/Wokeness to Merit & Common Sense, returning manufacturing to our home soil, and showed the global stage that America is back bigger and better than ever with a goal of peace through strength.
