Not only it isn't a new plan, but it doesn't add up, according to CNN.

Here is another point that cannot be reiterated enough. Tax cuts are not spending, they do not get charged on a credit card, despite Obama's assertions to the contrary.
Spending is what goes out, or borrowed then goes out, tax cuts are monies not taken in from others.

Spend: To pay out, disburse, or expend; dispose of (money, wealth, resources, etc.)
Tax: A sum of money demanded by a government for its support or for specific facilities or services, levied upon incomes, property, sales, etc.
Tax cut: The act of reducing taxation.
Liberals, Democrats and Barack Obama all seem to have a problem with the definitions of "spend, tax and tax cut."
