Presidential Messages On Awareness Month, Saving College Sports, Democrat Shutdown Day 52, Artemis II, And More

On April 7, 2026, the White House published the Presidential Message on National Child Abuse Prevention Month vowing to end the horrors of child abuse in every form and resolving that our children will be raised with boundless love, care, and unfailing protection. The message finds that strong American families are foundational to US strength and stability. The Trump Administration will continue to advance policies that support parents, strengthen families, and protect children from harm. More than 60,000 'migrant children' were found in President Trump's first year in office. First Lady Melania Trump pushed for the TAKE IT DOWN Act (S146) - signed into law by President Trump on May 19, 2026 (discussed in my May 20, 2026 ANP Article) - to shield children from harmful and abusive content online as well as to criminalize the publication of non-consensual intimate images. President Trump writes:

This National Child Abuse Prevention Month, we send our heartfelt prayers and support to every child who has been a victim of abuse.  We will never waver in our duty to protect the most innocent among us by restoring law and order, removing violent criminals from our streets, and dismantling human trafficking routes.  We will ensure that those who seek to harm our children will be met with swift consequences under the full force of American justice.  Above all, we pledge to fight for a greater future where every child is cherished as a divine blessing bestowed by God.

On April 7, 2026, the White House published the Presidential Message on National Sexual Assault Awareness Month pledging to eradicate sexual assault (and other forms of violence) by securing our border, deporting violent criminals, and restoring law and order in our cities. President Trump writes:

This month, we stand with every survivor of sexual assault, and we pledge to never waver in our fight to protect our people and communities.  We will not rest until every city in America is safe, every victim receives justice, and every sexual predator is prosecuted to the fullest extent of the law.

I have a suggestion. Start by cleaning up the sexual predators inhabiting political seats in Congress.

In 1995, an attempt was made to end the Congressional exemption from discrimination and workplace lawsuits. The legislation was passed becoming PL 104-1, aka 2 USC §§ 1301 et seq., aka Congressional Accountability Act of 1995 which became law January 23, 1995. This Act change "Office of Congressional Workplace Rights" to "Office of Compliance" to be funded by both the House and the Senate for the purpose of paying settlements against Congressional Members who were officially members of Congress at the time of committing the violation. Each year since PL104-1 became law, Congress has included funding for this fund in their appropriations bill.

Starting in late 2017 continuing until mid January 2018, the media started reporting on this fund. On November 16, 2017, CNN Politics reported that Congress paid out $17 million in sexual harassment settlements since the fund was created in 1997 covering 268 individual settlements. These payouts also include discrimination (racial, religious, or disability-related) and other cases. On November 21, 2017, Politico found  that the top Republican and Democrat who sit on the House Administration Committee are the ones who approve "workplace dispute settlements" before the settlements are paid from the Compliance Office Fund for the House with a similar setup in the Senate. On November 29, 2017 Council for Citizens Against Government Waste allege that members of Congress have used their office budgets to hide their misconduct. The council called upon Congress to change the rules to make it easier for victims to file and pursue a complaint. Also on November 29, 2017, Common Cause called on Congress to pass legislation to close the loopholes and disclose settlements that have allowed Members to hide sexual harassment and other abuses for decades. A series of high profile cases involving abuse by Members has brought to light the slush funds and secretive negotiations that have allowed abusers to remain on the job. And on January 12, 2018, PBS News found nearly $300,000 of taxpayer funds had been used between 2003 and 2007 to settle 13 claims of sexual harassment or sex discrimination against sitting members of Congress.

On November 28, 2017, the first of many attempts to reign in this fund was presented to Congress: HR 4458  - To amend the Congressional Accountability Act of 1995 to prohibit the use of public funds for the payment of a settlement or award under such Act in connection with a claim arising from sexual harassment committed by a Member of Congress, and for other purposes was introduced by Tom Marino (PA-10). It did not receive any votes. On December 1, 2017, HR4522 - Stop Taxpayers Obligations to Perpetrators of Sexual Harassment Act was introduced by Mia Love (UT-4). The bill never made it to committee. On December 14, 2017, an update to the status of HR4494 was introduced by Ron DeSantis (R-FL-6) with a goal of barring use of taxpayer funds for discrimination/harassment settlements, require taxpayer-funded payments previously paid to be reimbursed by the responsible Congress Member to the US Treasury, and void any NDAs associated with the payments allowing victims to speak out. This bill, too, went nowhere.

On March 24, 2021, author Adam Andrzejewski tallied the total of the Congressional Slush Fund for #MeToo claims to be over $18.2 Million with 291 cases covering Congress, Capitol Police, Architect of the Capitol, and Library of Congress members. The author points out that some payouts are made from the politician's Congressional office budget instead of the slush fund meaning that those cases are not included in total payouts. Nothing happened.

On February 2, 2023, Lance Gooden (R-TX-5) introduced HR788 - Stop Settlement Slush Funds Act of 2023 which passed the house and has had no further action.

More recently, on March 5, 2026, Congressman Nick Langworthy (NY-23) revealed he voted in favor of releasing the names of all Congress Members who have used the slush fund to resolve sexual harassment claims against them. Only 65 members voted to release this information. A majority of the rest voted to refer the matter to the House Ethics Committee to continue to conceal the names of those paying off victims of their sexual harassment. 

I note that we are asking the sexual predators in Congress to police themselves, much like asking a fox to guard the henhouse. Either there are more sexual predators in the Senate as opposed to the House because the House tends to vote yes on these types of bills more often. However, perhaps the House votes yes because they know the Senate will vote no.

I think it is important that we remove exemptions from Congress for sexual harassment, rape, and other crimes of a sexual nature forcing Congress members to stand trial for their behaviors. If they can impeach a President for having "sexual relations" with an intern; they, too, need to stand trial for their criminal of sexual predation. Question is, WHO is going to put a stop to this because we know the perpetrators will not do it themselves?

On April 7, 2026, the White House published the Presidential Message on National Financial Literacy Month encouraging every citizen to take control of their financial future through gaining knowledge and confidence to make smart financial decisions. As the Trump Administration looks towards the future, new financial technologies are being embraced and efforts are being made to ensure Americans are prepared to use them, such as crypto technologies. Through the Department of the Treasury, access to free financial educational resources is being expanded to assist Americans in learning the basics of budgeting, saving, building credit, and protecting their money. The President writes:

This month, I urge all Americans to invest in themselves by increasing their financial literacy—because the American promise is fully achieved when our citizens take the initiative to save, invest, and build a glorious American future.

On April 7, 2026, the White House published the Presidential Message on National Cancer Control Month honoring the memories of those who lost the fight with this vicious disease while supporting the 18 million survivors living in the US. The Trump Administration is committed to unleashing innovation and advancing policies that support better treatments and a cure. The US sees over 2 million cancer cases annually with about 30% losing the fight against cancer each year. 

The message suggests that maintaining a healthy weight and diet, limiting alcohol and tobacco consumption, and regularly exercising are all steps Americans can take to reduce their cancer risk. It also suggests routine screenings for early detection. In addition, President Trump advocates for the use of AI in transforming raw health data's use in clinical research and practice in a bid for unlocking cures and prevention strategies for pediatric cancer. President Trump writes:

This month, we honor all those affected by cancer and the families who support them with love and strength.  Together, we will continue to strengthen preventative efforts, improve treatments, and move closer to a cancer-free future.

On April 7, 2026, the White House published the release President Trump is Saving College Sports bringing clear, consistent, and fair rules on eligibility, transfer, and compensation and promoting sustainable revenue-sharing and stronger protections for student-athletes. The release quotes various sporting celebrities from football coaches to sport commissioners to University Presidents to State Governors all of whom support the President's actions in EO Urgent National Action to Save College Sports, signed April 3, 2026 (discussed in my April 4, 2026 ANP Article).

On April 7, 2026, Day 52 of the Democrat's Partial Federal Government Shutdown, no action was taken to reopen the government and pay DHS employees (like the Coast Guard and FEMA workers) because Congress decided they needed a PAID vacation. Also, Congress continues to be PAID during Federal Government shutdowns, regardless of whether they are full or partial shutdowns. In order to keep President Trump from making recess appointments, the House will meet on April 9, 2026 at 11:30am EDT. Congress should be required to remain in session until the Federal Government is fully open.

In the lawsuit Anthropic PBC v. U.S. Department of War docket # 26-2011 appeal of 3:26-cv-01996 (discussed in my March 12, 2026 and April 1, 2026 ANP Articles) filed in Court of Appeals for the Ninth Circuit on April 2, 2026 about Appeal of Anthropic Listed as Supply Chain Risk where The Trump administration appealed Judge Lin's order granting Anthropic's preliminary injunction which prevents the Defense Department from enforcing the supply chain risk designation on Anthropic. An appeal was filed April 2, 2026 and the appellant has 14 days to file a disclosure statement.

On April 7, 2026, President Trump spoke with the 4 astronauts of Artemis II for 2 minutes and 11 seconds upon their emergence from the far side of the moon. During this short call, President Trump congratulated Commander Reed Weissman, pilot Victor Glover, mission specialists Christina Cox and Jeremy Hansen as well as the entire NASA team headed by Jared Eisman, NASA Administrator for their accomplishments during this mission. President Trump pointed out it has been more than 50 years since the US has been anywhere the moon and that the Artemis II crew have broken the all-time record for traveling the farthest distance from planet Earth during this mission.

The crew responded to the President by saying they had a lot of faith in and appreciate the leadership of NASA Administrator Jared Eisman. They said one of the highlights of the mission was the first glimpse of planet Earth as they emerged from the far side of the moon after being out of communications range for about 45 minutes.

President Trump told the crew he looks forward to seeing them in the Oval Office and he plans to ask for their autographs. He also told them they are the talk of the world and signed off with a big salute on behalf of the American people.

On April 7, 2026, the White House published the release ICYMI: President Trump Congratulates Artemis II Crew on Making History announcing President Trump spoke with the crew of the Artemis II mission via satellite becoming the first President to engage in interplanetary communication with astronauts beyond low-Earth orbit in over 5 decades. The release included excerpts of the President's conversation with the crew (noted above and the video below contains the full conversation).
