As amusing as it was to watch the former President flip out on Wallace, what is less amusing is the content of what he actually said and admitted to. No other president has ever admitted to such a serious and clear violation of law. In his outrage Clinton did not stop and think clearly enough to realize what he was admitting to or common sense and basic logic would have surely prevailed.

(h) Implementation.
(1) This section of this Order shall be effective on March 1, 1976. Each department and agency affected by this section of this Order shall promptly issue internal directives to implement this section with respect to its foreign intelligence and counterintelligence operations.(2) The Attorney General shall, within ninety days of the effective date of this section of this Order, issue guidelines relating to activities of the Federal Bureau of Investigation in the areas of foreign intelligence and counterintelligence.
