Tariffs On Pharmaceuticals And Metals, Autism Awareness Day, FLOTUS Reunites Children In Russia With Families In Ukraine, And More

Gunn, PhD - All News PipelineOn April 2, 2026, President Trump signed Proclamation Adjusting Imports of Pharmaceuticals and Pharmaceutical Ingredients into the United States explains the Secretary of Commerce's report on pharmaceuticals and their ingredients are being imported to the US at a rate that threatens to impair National Security and our economy. While the US is the world leader in pharmaceutical R&D, we are heavily reliant upon imports limiting US access to life-saving medications if the global supply chain is disrupted (as we have seen multiple times over this last 6 years and continue to see as published in the FDA's list of unavailable critical medications).
The Secretary's report found that it is critical for the US to have its own ability to manufacture critical pharmaceuticals for national defense and public health especially during a national emergency or during wartime. Therefore, based on this report, President Trump is applying new tariffs to the import of pharmaceuticals and their ingredients, with the exception of generic pharmaceuticals and their ingredients at this time (the Secretary is directed to produce another report within 1 year of this Proclamation as to whether generics & their ingredients need to be included). Also exempt from this proclamation are orphan drugs, drugs for animal health, and certain other specialty pharmaceutical products.

Trump Bolsters National Security and Strengthens U.S. Supply Chains by Imposing Tariffs on Patented Pharmaceutical Products explains that this tariff bolsters national security and public health by strengthening American supply chains for manufacturing of pharmaceutical products within the US.
On April 2, 2026, President Trump signed Proclamation Strengthening Actions Taken to Adjust Imports of Aluminum, Steel, and Copper Into the United States announcing the recent report of the Secretary of Commerce on the national security threats posed to our Nation. This report included the fact that the tariffs imposed last year have strengthened the American production of aluminum, steel, and copper. However, there is still room for improvement in addressing the threats of importing these metals. The Secretary suggested tariffs apply to the full customs value of derivative products.

Trump Strengthens Tariffs on Steel, Aluminum, and Copper Imports explains how the Proclamation strengthens tariffs imposed on imported steel, aluminum, and copper addressing the national-security threat imposed by importing these metals. Section 232 tariffs are generating domestic manufacturing in the steel industry bringing home American jobs in the steel manufacturing industry. New aluminum and copper smelting factories are also being built in America. This proclamation puts American production of steel, aluminum, and copper first which then uplifts American workers, families, and communities.
The President is now using different statutes to justify his application of Tariffs, since SCOTUS said his previous justification source for tariffs was the sole jurisdiction of Congress (discussed in my March 13, 2026 ANP Article).
On April 2, 2026, the White House published the release America is Winning Once Again a Year After Liberation Day celebrating the day President Trump put Americans and America first with fairer trade deals which generated the return of manufacturing to US soil, protected American workers, and generated substantial income for our country. The results are undeniable: narrowed trade deficits, rebalanced global trade, other nations are now paying their fair share of tariffs, America-first trade deals with more than 20 nations, rebuilding American manufacturing, and private sector workers seeing wage gains as manufacturing (and supporting businesses) experience exponential growth.

On April 2, 2026, the White House published the Presidential Message on the Anniversary of the Death of Pope Saint John Paul II honoring the legacy of His Holiness Pope Saint John Paul II of the Catholic church. The President describes the Pope as a man of profound faith, a lion of liberty, and one of the fiercest defenders of human dignity to ever live. The President writes:
In 1979—just 8 months after ascending to the papacy—Pope John Paul II triumphantly returned to his homeland of Poland, then under communist rule, and proclaimed in his first sermon that no government has the right to separate the people from God. As he said during his legendary sermon, “Man in incapable of understanding himself fully without Christ. He cannot understand who he is, nor what his true dignity is, nor what his vocation is, nor what his final end is. He cannot understand any of this without Christ.” In response, the people sang “We Want God.”
President Trump recognizes that our Nation yearns for God as well, just not as a response to a communistic government. It is a response to a culture that has been decimated. He applauds the millions of Americans who are leading a great reawakening of faith in our Nation. The President writes:

On April 2, 2026, the White House published the Presidential Message on Autism Awareness Day recognizing those Americans with autism spectrum disorder (ASD). The President recognizes every child has inherent dignity, purpose, and worth and is created in the image and likeness of God. There has been a sharp increase in the rate of children with autism in our country. Now 1 in 32 children are diagnosed as being on the autism spectrum. President Trump created the Make America Healthy Again Commission and that Commission is investing in major research efforts to better understand autism and increase potential treatment options to better protect the health and well-being of future generations. President Trump writes:
This Autism Awareness Day, we reaffirm our commitment to expanding understanding, supporting families, and ensuring that children with autism receive the care they need. We will continue building a future where every person is valued and given the opportunity to achieve their own American Dream.
When will the research into causes of autism include 'vaccines' as a vector?
On April 2, 2026, the Office of the First Lady published the statement First Lady Melania Trump Advances Efforts in Fourth Ukraine – Russia Child Reunification announcing the reunification of 6 Ukrainian minors currently in Russia with their Ukrainian families. A 7th Ukrainian minor will be reunified with their Ukrainian family later this month. Here is the news report on the 3rd successful reunification. I suspect now that the Office of the First Lady has published about the First Lady's 4th successful swap, it should begin appearing in the news soon.
On Day 47 of the Democrat's partial government shutdown, the House convened at 8:30:00am. Matt Van Epps acted as Speaker pro tempore for today (I wonder if he is related to Epps from J6).
- At 8:30:55am a prayer was offered by Rev John Kellog, Christ Church, Capitol Hill, Washington, DCV.
- At 8:31:56am they approved the Speaker's Journal of the previous meeting.
- At 8:32:16am they recorded the reciting of the Pledge of Allegiance to the Flag (not sure all who were there actually participated in the Pledge).
- At 8:32:41am the House received the Senate's message that they disagreed to the House's amendment to their approved HR7147.
- At 8:33:01am Speaker Johnson called to announce Matt Van Epps will act as Speaker pro tempore for signing bills and joint resolutions for the remainder of the 119th Congress.
- At 8:33:24am, the House adjourned. The next meeting is scheduled for April 6, 2026 at 10:00am.

In the lawsuit AFL-CIO v. Department of Labor docket # 1:25-cv-00339 (discussed in my June 28, 2025 ANP Article) filed in District Court, District of Columbia on February 5, 2025 about DOGE at Labor Department where multiple federal government employee unions, represented by Democracy Forward, sued the Department of Labor, U.S. Digital Service (U.S. DOGE Service), and U.S. DOGE Service Temporary Organization over DOGE's expected attempt to access "highly sensitive data" at the Department of Labor.
On March 31, 2026, Judge John D Bates explained:
- Officials at the Department of Health and Human Services (HHS) and the Department of Labor (DOL) largely handed them the keys.
- Plaintiffs, a collection of unions and nonprofit organizations, sued. See Am. Compl. [ECF No. 21]. They alleged, among other things, that HHS, DOL, and the Consumer Financial Protection Bureau (CFPB) violated the Administrative Procedure Act (APA) and the Privacy Act by adopting a policy of granting DOGE affiliates access to their members’ records without consent. See id. at 59–65 (Counts II–IV). They also alleged that the United States DOGE Service (USDS) had acted ultra vires [“unauthorized by any law and . . . in violation of the rights of the individual”]. See id. at 57 (Count I).
- . . . The union plaintiffs now seek summary judgment on their APA and statutory ultra vires claims against HHS, DOL and USDS (collectively, the defendants). Pls.’ Mot. [ECF No. 93-2]. And the defendants have filed a cross-motion for summary judgment on all claims against them. Defs.’ Mot. [ECF No. 95-1].
- Following careful consideration of the parties’ briefing and the record, the Court holds that plaintiffs have standing but denies the parties’ motions as to the remaining APA claims (Counts II and IV) because genuine disputes of material fact exist. The Court grants summary judgment for defendants on the statutory ultra vires claim (Count I) because plaintiffs have not identified a specific, clear, and mandatory statutory provision that DOGE violated.
Therefore, Judge Bates concludes:
- Summary judgment is only proper where there are no genuine disputes of material fact. Fed. R. Civ. P. 56(a). Here, real disputes over facts foundational to plaintiffs’ APA claims - including whether the Agencies altered their data access policies for DOGE affiliates, and whether DOGE structured those affiliates’ employment relationships such that they were not employees of the Agencies—persist. Accordingly, the court DENIES the parties’ motions for summary judgment as to the APA claims (Counts II, IV). Because plaintiffs failed to make an equivalent showing for their statutory ultra vires claim (Count I), the Court GRANTS defendants’ motion, and DENIES plaintiffs’ motion as to that claim.
- An Order consistent with this Opinion shall issue.
On March 31, 2026, Judge John D Bates ordered:
- Upon consideration of [93] plaintiffs’ motion for summary judgment as to Counts I, II, and IV of [21] the Amended Complaint; [95] defendants’ cross-motion for summary judgment on those same counts; [92] the parties’ stipulated notice of dismissal as to Count III of the Amended Complaint; and the entire record herein, for the reasons set forth in the Memorandum Opinion issued on this day, it is hereby ORDERED that plaintiffs’ motion for summary judgment is DENIED, and defendants’ cross-motion for summary judgment is GRANTED IN PART and DENIED IN PART. It is further ORDERED that:
- Plaintiffs’ and defendants’ motions for summary judgment as to Counts II and IV of the Amended Complaint are DENIED;
- Defendants’ motion for summary judgment as to Count I [Ultra Vires] of the Amended Complaint is GRANTED; and
- Count III of the Amended Complaint is DISMISSED
- It is further ORDERED that HHS shall respond to Plaintiffs’ Interrogatory No. 1(h), and the parties shall file a joint status report with the Court by not later than April 21, 2026, setting forth a proposed plan for further proceedings in this case.
So Judge Bates found DOGE had no authority in law to direct operations or decisions at government agencies requiring those agencies to provide DOGE with information on employees because DOGE was created by EO rather than by Congress.
