K-9 Veterans Day, Mortgage Credit, Affordable Home Construction, Truthful Advertising, America 250, And More

On March 13, 2026, the White House published the statement Presidential Message on National K-9 Veterans Day celebrating working dogs in the military. The White House writes:
Since the dawn of our Republic 250 years ago, America’s working dogs have defended our freedom on the frontlines of battle—providing crucial security, protection, and companionship to our men and women in uniform. This National K-9 Veterans Day, we celebrate these exceptional dogs for their vital role in keeping our country safe, strong, and free.
On March 13, 1942, the United States Army officially launched its War Dog Program during World War II with the creation of the Army K-9 Corps. Since then, Military Working Dogs have deployed to every major field of battle and continue to serve as integral members of our operations on land, at sea, and in the air.
To earn the title of Military Working Dog, candidates undergo rigorous training and evaluation before being assigned to specialties, including drug and explosive detection, security operations, and search-and-rescue. Their intellect, speed, temperament, acute sense of smell, and relentless drive enable these high-performing dogs to excel and execute in high-stakes missions. Their innate abilities are enhanced by an inexplicable bond and enduring partnership—of trust, loyalty, respect, and love—with their human handlers.
From General George Washington’s beloved dog, who stood alongside our first Commander in Chief during the most decisive moments of the Revolutionary War; to Chips, who attacked enemy forces firing at soldiers during the invasion of Sicily and became the most decorated K-9 in World War II; to Conan, a Belgian Malinois who took part in the operation I initiated to kill ISIS leader Abu Bakr al-Baghdadi, dogs have always played a central role in the story of the American military. Today, approximately 1,600 working dogs deploy alongside their human partners in combat zones with our most prestigious military units, along our borders, and throughout the entire world.
Dogs have also contributed in extraordinary ways to our local and federal law enforcement. Earlier this year, Bo—a police canine in Gastonia, North Carolina—heroically rescued a missing 13-year-old boy with special needs in the middle of a blizzard. For generations, Bo and other police dogs and canine troops have served with bravery and devotion, which enhance our law enforcement capabilities and the lethality of our fighting force.
Dogs are not merely faithful friends or companions—our canine cadre are guardians of our liberty too. Today, I join a grateful Nation in honoring the enduring legacy, remarkable acts of heroism, and incredible contributions of America’s highly-skilled four-legged warriors. In the new Golden Age of America, the same loyalty, courage, and fighting spirit they embody are being unleashed across our Nation.
On March 13, 2026, President Trump signed EO Promoting Access to Mortgage Credit to enable smaller banks to join the home mortgage field and provide competition to lower costs of mortgages for Americans.
- Section 1 explains that statutory and regulatory changes over the past 20 years have increased compliance costs of mortgage origination and servicing. This has distorted the structure of the mortgage market with banks declining mortgage loans. Institutions with fewer than $30B in assets, like community banks, are especially affected. The goals of this EO are to 1) improve availability and affordability of mortgage credit; 2) reduce regulatory burden on small banks; 3) foster innovation, growth, and consumer choice in the mortgage market; 4) modernize origination and closing standards to reduce lending costs; 5) remove regulatory distortions; 6) promote competition among mortgage lenders; and 7) strengthen housing-finance liquidity.
- Section 2 covers origination and Ability-to-Repay (ATR)/Qualified Mortgage (QM) Reform and tasks the Consumer Financial Protection Bureau (CFPB) to propose amendments, replace TRID timing rules, exempt small-mortgage loans from caps on QM points and fees; update regulations; modernize (secure electronic & digital forms & processes), streamline requirements, and exempt rate-and-term financing.
- Section 3 modernizes Home Mortgage Disclosure Act (HMDA) Data Collection and Disclosure. The CFPB is tasked to propose amendments to raise the asset threshold for exemption from HMDA data collection and reporting requirements for small banks.
- Section 4 gives the Director of the FHFA 120 days to produce a report that identifies recommendations for regulatory or legislative changes needed.
- Section 5 calls for revising supervisory guidance to exclude one-to-four family residential development and construction lending from commercial real estate concentration guidance.
- Section 6 details appraisal modernization to include using AI.
- Section 7 calls for digitizing mortgage disclosures, applications, closing documents, etc.; standardizing acceptance of electronic signatures, e-notes, and remote online notarization; and promoting digital mortgage standards.
- Section 8 calls for aligning supervisory expectations & evaluations.
- Section 9 details enforcement of actions for violations of consumer finance law that work to undermine this EO.
- Section 10 calls for the elimination of duplicate or unnecessary licensing requirement for mortgage loan officers of small banks.

On March 13, 2026, President Trump signed EO Removing Regulatory Barriers to Affordable Home Construction.
- Section 1 explains that layers of regulatory barriers, slow permitting processes, and onerous mandates at all levels of government work to delay construction, restrict development, and drive up the costs of new housing making home ownership less affordable for many Americans
- Section 2 tasks the Secretary of the Army and the Administrator of the Environmental Protection Agency to review and revise requirements related to stormwater, wetlands, lakes, rivers, and other bodies of water to reduce housing construction and ownership costs; streamline regulatory and agency decision-making processes; reduce property tax burdens; and increase insurability.
- Section 3 tasks the Chairman of the Council on Environmental Quality to provide guidance on implementing the National Environmental Policy Act of 1969 and to develop guidance on exempting, or reducing, housing construction and infrastructure that facilitates housing construction.
- Section 4 orders the Secretary of Housing and Urban Development to produce regulatory best practices for state and local governments promoting housing construction and affordability within 60 days.
- Section 5 calls for aligning programs and incentives to expand investment in single-family home construction.

On March 13, 2026, President Trump signed EO Ensuring Truthful Advertising of Products Claiming to be Made in America.
- Section 1 calls for clear, accurate, substantiated, and accessible information regarding whether products advertised as "Made in America" are, in fact, made in the US.
- Section 2 tasks the Chairman of the Federal Trade Commission (FTC) to prioritize enforcement actions against sellers who make "Made in America" or "Made in the USA" or similar claims and issue appropriate guidance and procedures for such enforcement, especially for government purchases.
The accompanying Fact Sheet President Donald J. Trump Ensures Truthful Advertising of Products Claiming to be Made in America aims to protect consumers and manufacturers from fraudulent "Made in America" claims by foreign manufacturers and sellers as well as to stop fraudulent "Made in America" claims by American companies. This EO continues the Trump Administration policy of "Buy American and Hire American."
On March 13, 2026, President Trump signed EO Adjusting Certain Delegations Under the Defense Production Act.
- Section 1 amends EO 13603 of March 16, 2012 delegating certain authorities of the President to specified executive department and agency heads.
- Section 2 replaces "Secretary of Commerce" with "Secretary of Commerce and the Secretary of Energy, each of whom may exercise such delegated authority independently of the other."
- Section 3 clarifies EO 14156 Section 2(a) to not require an agency head to make a recommendation to the President when said agency head has been given authority to take action by virtue of a delegation pursuant to EO 13603 or other Presidential delegation.
So, once a delegation is made, the requirement to consult the President is no longer in effect since the delegation gives the individual the ability to act independently.
On March 13, 2026, the White House published the article CNN Is Lying to Undermine Operation Epic Fury’s Crushing Success when they alleged the Pentagon and the National Security Council "did not plan" for Iran's willingness to close the Strait of Hormuz and when they alleged "top Trump officials acknowledged" this to lawmakers in a classified briefing. The White House shows both of these CNN statements are false. But what do you expect from the highly partisan propaganda machine? So how does CNN respond? On March 2, 2026, the White House published the Presidential Message on Colorectal Cancer Awareness Month in which the Trump Administration renews their pledge to build a future that is healthy, strong, and totally cancer-free. The message continues:
This year, it is estimated that colorectal cancer—the leading cause of cancer death for both men and women under the age of 50—will claim the lives of an estimated 55,000 Americans. Colorectal cancer often progresses without symptoms, but it is highly treatable with early detection and diagnosis.
